RBAC is governed by a Steering Committee. Each Steering Committee  member lends their influence to RBAC via their extensive public service activity and volunteer hours. Members of the Steering Committee also step in to support strategic relationships, and advise on strategy and grant proposals. RBAC has no employees; it contracts essential functions out, albeit to local residents whose has a demonstrated heart for Rainier Beach and a desire for social justice and equity. Contractors have the following deliverables: management of its strategy, online assets, and youth civic engagement coordination duties that arise through grants. RBAC Bylaws direct the steering committee to meet four times per year to review financial records. Steering committee members receive information about RBAC and other neighborhood activity on a monthly basis. Above all, Rainier Beach Action Coalition is organized to be an intermediary to the constellation of activity, undertaken by Rainier Beach residents, Rainier Beach based organizations and Rainier Beach based institutions. As a representative of the neighborhood RBAC seeks to be always prepared to recognize neighborhood leaders on their own terms and invite them into partnerships to undertake the work of neighborhood improvement. Rainier Beach is a neighborhood of innovative leaders with skills crucial to improving the quality of life for all residents
